A good friend of mine argues that the perfect photograph is one that requires absolutely no adjustments after the shutter has been released. Another friend who is enrolled in a prescribed photography program had an instructor who insisted that all photos taken with digital cameras needed to be sharpened. My own take on using photo editing software is that your actions should enhance the original image but not significantly alter it to achieve the desired result.
Sometimes this means cropping a bit and increasing the contrast. In other cases, I can use the clone or heal tool to remove a distracting element. And sometimes adjustments to the levels are needed to make the final image more closely resemble the colors I saw when photographing.
